Graduated from the Yaroslav-the-Wise Novgorod State University, a linguist and an interpreter specializing in Linguistics and Intercultural Communication (2003), a psychologist specializing in Special Psychology (2006), completed postgraduate study at the Faculty of Philosophy (2006).

Member of the UNGA research delegation to the MINURSO mission (Western Sahara), participant in the 2015 NPT Review Conference and the 2016 ECOSOC NGO Committee Conference (New York).
Member of the Russian Public Council on International Cooperation and Public Diplomacy chaired by Deputy Secretary of the Civic Chamber of the Russian Federation S.A. Ordzhonikidze (2012-2020).
He completed a long-term internship in the Bundestag, the German federal parliament (2011), operated as a freelance Councilor of the Governor of the Novgorod Region (2012-2017), worked in the State Duma of the Federal Assembly of the Russian Federation (2009-2011) and in the Novgorod Regional Duma (12.2004 - 09.2009). Member of the Council of the Public Chamber of the Novgorod Region (2006-2016).
Since 2010, he has headed the Center for Political Analysis and Information Security, an international research organization which was granted special consultative status with the UN ECOSOC that studies problems of international security and international relations, as well as promotes the strengthening of mutual understanding between peoples and the expansion of economic contacts of the Russian Federation.
He has been awarded municipal, regional and federal awards, as well as departmental incentives.
